  31. Maybe.  NTSC signals can be "illegal" in a variety of ways, -- any component of 
  32. the signal, sync, luminance, color modulation, etc.  OTOH, it's very unlikely 
  33. that any commercial broadcaster would xmit an illegal signal.  More likely your 
  34. set is out of adjustment.  Many sets make funny noises when sent bright 
  35. pictures, mine included.
